It is not possible. The features needed by graph-tool were only introduced in version 1.56 of Boost, and Ubuntu 14.04 only includes version 1.54. (Strictly, it is possible, but you would have to compile and install Boost >= 1.56 yourself. It is much simpler just to upgrade your Ubuntu version.
