it turns out that this issue only applies to graph-tool, but not graph-tool-base. the latter is not mentioned in the graph-tool documentation, but is mentioned here https://github.com/conda-forge/graph-tool-feedstock installing using conda install graph-tool graph-tool-base seems to work
